I agree - not bad. I would have liked to see a mention of better risk management (relative to objectives) since poor risk management (the norm) so often leads to poor decisions including undue bureaucracy and prescription. This needs lots of really good training and management support, and leadership to show staff that they will not be blamed for mistakes (unless they do something really stupid! - I am not drafting; needs to be carefully handled).
Now we just need to see strong and persistent leadership - 5 years to bed in?? Fingers crossed. It will not happen overnight.
These objectives might make sense for the 0.1% of civil servants that AR and the PM interact with. Sadly, the remaining vast majority of civil servants, both direct and in delegated organisations, including Regulators considered in your recent posts, don't seem to be considered by AR's strategy.
