Two observations which are only in support of your view, with which I agree: first, I've never yet seen a politician who didn't vastly overestimate the financial savings available from "eliminating waste"; second, as you allude to, the Civil Service in its current Northcote-Trevelyan framework should be non-partisan, but that's a feature, not its purpose. It doesn't exist to police or enforce neutrality or constitutional propriety.
